Changes to the Bylaws may be proposed by any member in good standing. 
Changes to the Bylaws require a two/thirds majority vote of all members in good
standing during a properly noticed membership meeting.  Changes to the CC&R's
require a majority vote of all members in good standing during a properly noticed
membership meeting.
