Project Manager Description -- Act as "Owner / Representative" for the Raft Island Improvement Association (RIIA) to initiate, execute and complete construction of a two-lane bridge to replace the existing 788-ft Raft Island timber bridge.

Eligibility -- The Owner / Representative will assist RIIA by acting as Project Manager (PM) throughout the design and construction project. Candidates will be evaluated based on experience, technical merit, construction management and environmental permitting experience, and qualifications. Qualifying applicants should have experience on projects of a similar size, complexity and scale. The project is funded (estimated $4.5M) but not permitted. The targeted start date is spring of 2013.
1. Site Description -- Raft Island is located on Carr Inlet in Pierce County, near Rosedale, Washington. The Raft Island Bridge is owned by the Raft
Island Improvement Association (RIIA) and connects Raft Island to the
mainland. The structure was built in
1957 and was designed for a H15-44 design load.
The two-lane, 788-foot bridge has a curb-to-curb width of 20 feet, while
the out-to-out width of the structure is 21 feet. The bridge railing system consists of painted
metal W-guardrail beam attached to the inside face of 8-inch by 8-inch treated
timber posts. The posts are attached to
the sides of the exterior channel girders and to 6-inch by 9-inch cast-in-place
curbs. The bridge has an asphalt
concrete surface with a membrane under the asphalt protecting the concrete deck
of the bridge. The timber trestle
substructure supports a superstructure deck composed of “U” units made up of
pre-cast, pre-stressed (steel pre-tensioned before the concrete is cast)
concrete. There are expansion joints at
the south abutments and at bents 16 and 32.
The deck is supported by 47 timber pile bents spaced at 17 feet. There is one span that is 23 feet long and
serves as the primary passage for vessels traversing the waterway. At high tide, the water is 10-feet to 20-feet
deep under the 23 foot span. At low
tides (minus 2-feet and lower) the entire substructure above the mud line is
exposed and accessible. Weight limits
are posted at 16 Tons for a Type 3 load, 28 Tons for a Type 3S2 and 28 Tons for
a Type 3-3 (WSDOT bridge standards). The
posted speed is 20 mph (15 mph trucks)
2. Scope of Work -- Act
as “Owner / Representative” for RIIA to initiate, execute and complete
construction of a new Raft Island Bridge. The work requires management of a
multi-disciplinary team for the design, engineering, construction, plans and
specifications, construction management, cost estimating, environmental
permitting and all work required to complete the construction of a new Raft
Island bridge on time and within budget.
- The PM must be
an independent third party (not associated with the final design, engineering
and construction firms).
- The PM will be responsible for implementing permit conditions.
- The PM will be responsible for meeting budget(s).
ASSUMPTIONS / ADDITIONAL INFORMATION
- One
lane of traffic will remain open at all times (24/7) for emergency vehicles,
children walking to school and island residents during construction.
- Because
tidelands under bridge are privately owned, no Department of Natural Resources (DNR)
permit is required.
- It
is expected that Bridge must be re-constructed within existing footprint and
within easement limits.

3. Evaluation Criteria -- The
consultant will be evaluated and ranked based on experience and technical
merit. Added consideration will be given to those applicants who have
successfully completed similar projects. If an acceptable work plan,
budget, schedule, and contract cannot be developed, the selection panel will
meet and select another consultant from the original RFQ submittals and re-start
negotiations.

RIIA reserves the right to enter contract
negotiations with more than one proposer, and to select whomever RIIA
determines qualified to provide the most cost-effective project management
services. RIIA will have no financial,
contractual or other legal obligation to any proposer until a written contract
is fully executed by both parties. 5. Pre-Proposal Meeting -- A PRE-PROPOSAL
walk-thru may be requested by RIIA. It
will be held at the Raft Island Bridge South Beach Park located on Raft Island
Drive NW off Kopachuck Drive by appointment prior to scheduling interviews. Site walk-thru scheduled Friday, September 16 at 3pm.
6. Schedule -- The RIIA Interview Committee
will review all submittals. A final recommendation
will be presented to the RIIA Board for approval on October 17, 2011. The consultant may be asked to attend a special membership
meeting prior to finalizing the agreement.
